Protecting Proposition 13: A Realtor and Homeowner’s Perspective on California’s Cornerstone of Stability

Few pieces of legislation have done more to protect California homeowners than Proposition 13. Passed overwhelmingly by voters in 1978, Prop 13 capped property taxes and limited annual increases to no more than 2% or the rate of inflation, whichever is lower. In a state with some of the nation’s highest real estate prices, this measure has provided essential predictability and security for families, seniors, and long-time residents who built their lives here.

As a licensed realtor in San Diego County and a proud homeowner myself, I’ve seen firsthand how Prop 13 allows people to stay in their homes without fear of being taxed out. It’s not just good policy, it’s a lifeline that keeps California livable for working families and retirees.

What’s Happening Right Now?

A grassroots campaign called “Save Prop 13” recently gathered over 1.4 million signatures to place a strong protective initiative on the ballot. In response, Governor Gavin Newsom and Democratic lawmakers have pushed a deal: withdraw the measure from the ballot in exchange for vague “alternative legislative actions.” This backroom negotiation leverages a provision in California election law that lets politicians pressure initiative supporters to stand down rather than let voters decide directly.

Many see this not as a genuine compromise, but as an attempt to weaken or slowly dismantle the very protections homeowners fought for nearly 50 years ago. True reform should strengthen homeowner safeguards, not chip away at them.

Why Prop 13 Matters More Than Ever

For homeowners, Prop 13 delivers stability in an unpredictable state. Property values have soared, but thanks to these limits, long-time owners aren’t hit with crushing tax bills that would force them to sell. This is especially critical for seniors on fixed incomes and families who have invested decades in their communities.

Critics claim it underfunds schools and services or creates disparities between new and longtime owners. But the real issue isn’t Prop 13, it’s Sacramento’s spending priorities and failure to control costs. Gutting Prop 13 won’t magically fix those problems; it will simply punish responsible homeowners who planned their lives around predictable taxes.

The Very Real Risk of a Homeowner Exodus

Right now, I am in active conversations with dozens of homeowners who have solid plans to cash out and leave California in the next 1–3 years. The reasons are clear: skyrocketing cost of living, crushing regulations, and relentless wasteful government spending. These are not casual talks; these families have already consulted financial advisors, researched out-of-state markets, and are preparing to sell.

Weakening or bypassing Prop 13 would make these numbers explode. Higher, unpredictable property taxes would push even more middle-class families, seniors, and longtime residents past the breaking point. California has already lost hundreds of thousands of residents to lower-tax states like Texas, Nevada, Arizona, and Florida. As a realtor helping families buy and sell homes across Escondido, Rancho Penasquitos, Poway, and beyond, I’ve watched this exodus unfold. Further attacks on Prop 13 will only accelerate it dramatically.

Who benefits when hardworking homeowners are forced out? Not local schools, not our communities, and certainly not the California dream. It benefits big government seeking more revenue while everyday families pack up and leave.

The Choice Ahead

The “Save Prop 13” initiative deserves a fair hearing from voters, not backroom deals that risk diluting these vital protections. Homeowners built California’s prosperity. We deserve the stability Prop 13 promises, not policies that treat our biggest lifetime investment as an endless piggy bank for Sacramento.

As the deadline approaches, I urge every California homeowner, voter, and family to stand firm. Protect Prop 13. Protect predictable taxes. Protect the ability to age in place and raise families without the constant threat of being taxed out of the Golden State.

The future of homeownership in California depends on it. Let’s keep Prop 13 strong for our families, our neighborhoods, and generations to come. Remember, if you are tired of the way things are going in CA, then this state needs to vote different than it has for the last 50 years.
